Board Members

Janet Hartford - Chairperson

Janet Hartford - Chairperson

Janet is currently employed with Andeavor in Rock Springs and was the longtime director of the Green River Chamber of Commerce. She's a native of Green River and has been active on both the city, county and state level. Janet is a horse enthusiast and is passionate about BLM Wild Horses. She's active with the Mustang Versatility Club as well as Sweetwater Ranch Sorting. She was appointed to the fair board in January of 2016.
Faith Harris - Vice Chairperson

Faith Harris - Vice Chairperson

Faith and her husband are successful business owners from Green River. They own, manage and operate The Radio Network which is home to five radio stations and broadcasts across Sweetwater and Sublette County. Faith is extremely active in both Rock Springs and Green River and her and her husband are longtime supporters of Sweetwater County 4-H and the Sweetwater County Fair. She was appointed to the fair board in 2011.
Charles Barnum - Treasurer

Charles Barnum - Treasurer

Charlie is a native of Rock Springs and has been a practicing attorney in Sweetwater County for over 20 years. He is active within the community and has served on several other volunteer boards including the United Way. He and his wife have raised two children and have been involved with many youth sports activities. Charlie has been a member of the board since 2005.
Roger Torgersen - Secretary

Roger Torgersen - Secretary

Roger is a petroleum engineer and is the Vice President of Stimtech in Rock Springs. Roger has been part of the oil and gas industry since 1997 and is active with the Society of Petroleum Engineers. In addition to a busy full time career, Roger is also a busy farrier in Sweetwater County. He and his wife are horse owners and were volunteers for the Sweetwater Events Complex long before Roger was a member of the board. In addition, both are also 4-H volunteers and have worked closely with local 4-H horse groups. Roger was appointed to the fair board in 2015.
Kaye Goicolea

Kaye Goicolea

Kaye is a Distance Learning Specialist at Western Wyoming Community College. She has been involved in many community committees and organizations including the Catholic School and the Basque Club of Sweetwater County. Kaye and her family live in Farson and grow hay and grain and previously raised and sold sheep. Kaye was appointed to the fair board beginning January of 2017.
Robert Spicer

Robert Spicer

Robert (Bob) Spicer has been a long time supporter of the events complex and everything that goes on here. From 4-H to motocross he has been involved on some level. Bob is recently retired from Western Wyoming Beverages but plans on remaining active in our community. Bob's family started as sheep ranchers in southwest Wyoming.
Rob Zotti

Rob Zotti

Rob is the branch manager of Wyoming Financial Insurance in Rock Springs and travels throughout the state as a Commercial Lines Agent. He's a Rock Springs native and is currently serving his third term on the Rock Springs City Council. Rob and his wife have two young children that are active in baseball, soccer and other activities held around our community. Rob served on the Fair Board from 2004 to 2011 and joined the board again in 2014.
Donald Pallesen - Daggett County Representative

Donald Pallesen - Daggett County Representative

Donald is a full time rancher from Manila, Utah and was appointed as the liaison to the fair board by the Daggett County Commissioners. Donald and his wife own Pallesen Hereford Ranch and are extremely active in the agriculture industry. Donald has an extensive background with 4-H and rodeo and has served as the 4-H & Open Class Beef Superintendent at the Sweetwater County Fair for many years. He and his family participate in both livestock shows and rodeos around the region.
